State budget discussions are ongoing in Harrisburg, and we expect negotiations to continue into July. While lawmakers continue to negotiate, we have a critical window of opportunity to advocate for Pennsylvania's creative sector. Creative Pennsylvania, formerly Citizens for the Arts Pennsylvania, is requesting a modest but meaningful $1 million increase to the PA Grants to the Arts line item for FY 2025-26, bringing total funding to $10.59 million. These grants fund a wide range of arts initiatives across every county of Pennsylvania, supporting nonprofit organizations, creative entrepreneurs, community development projects, cultural preservation efforts, artist residencies, and arts apprenticeships to strengthen the creative sector. If fulfilled, this request would represent the first increase this vital funding stream has seen in ten consecutive years—at a time when our sector desperately needs state support to offset significant cuts in federal funding.

Subject: Increase the PA Grants to the Arts Line item by $1 million for FY25-26

Message:

As your constituent and a supporter of arts, culture, and creative practice in the Commonwealth of Pennsylvania, I am writing to request that you support a $10.59 million line item for grants to the arts during FY 2025-26. This represents a $1 million increase in funding from 2024-25, an increase which this line item has not seen for ten consecutive years. The majority of these dollars will be allocated to arts organizations and arts education in every county in the state. With the loss of federal dollars locally from canceled contracts, cuts at the National Endowment for the Humanities, National Endowment for the Arts, and the Institute of Libraries and Museums, Pennsylvania’s creative economy needs the PA General Assembly now more than ever. Funding the creative sector goes beyond funding creative practice. Grants to arts and culture fund economic vitality, social cohesion, and well-being in Pennsylvania communities. Yet Pennsylvania currently ranks 33rd nationally in per capita spending on state arts agencies, at just $0.82 per capita. This is significantly lower than our neighboring states of Maryland ($5.47/5th), Delaware ($5.62/4th), Ohio ($2.15/15th), New Jersey ($4.32/7th), and New York ($4.39/6th). As budget negotiations continue in Harrisburg, arts advocates across the Commonwealth urge the General Assembly to enact a $10.59 million line item for grants to the arts during FY 2025-2026.
